In order to ensure legal certainty and to prevent waste, economic operators need to be able to sell stock that is either in the distribution chain, or in storage, at the date of application of this Regulation. It is therefore necessary to provide for transitional arrangements that allow the making available on the market of detergents and surfactants that have been placed on the market in accordance with Regulation (EC) No 648/2004 before that date without those products having to comply with this Regulation. Distributors should therefore be able to supply such detergents and surfactants, namely stock that is already in the distribution chain, before the date of application of this Regulation.
