Moreover, in order to further take into account complex and actual situations in third countries not designated as safe third countries or safe countries of origin at Union level, Member States should, when applying or introducing legislation that allows for the national designation of such countries, be able to do so with exceptions for specific parts of the territory of such countries or for clearly identifiable categories of persons, before Regulation (EU) 2024/1348 starts to apply.
