Abandoned vineyards can harbour pests and diseases and can therefore pose a risk to the surrounding vineyard area. Member States should therefore be permitted to require the grubbing up of such abandoned vineyards. The Commission should be empowered to adopt delegated acts laying down conditions for such grubbing up.
