Enforcement authorities should be empowered in their own territory and in accordance with their national law to enforce, or to initiate proceedings for the enforcement of, final decisions imposing fines or other equally effective penalties or interim measures on behalf of other enforcement authorities, provided that those other enforcement authorities have ascertained that the fines or other equally effective penalties or interim measures cannot be enforced in the Member States of those other enforcement authorities.
