A proper methodology for calculating greenhouse gas emissions from transport services is one of the key aspects of the harmonised Union framework set out by this Regulation. The methodology should ensure that the emissions calculations performed across a transport chain provide comparable and accurate greenhouse gas emission data, by following a single set of methodological steps. The methodology should also adequately account for the needs of the transport market, in order to avoid unnecessary complexity, excessive burden and costs, particularly for SMEs, and it should be workable for stakeholders.
