External calculation tools that are provided on the market by a third party for broader commercial and non-commercial use can facilitate the greenhouse gas emissions accounting of transport services, thus supporting its uptake by wider groups of stakeholders. External calculation tools should be certified to guarantee that they comply with the requirements of this Regulation, especially as regards the use of the common methodology and an appropriate set of input data.
