Recital (7)

Laying down harmonised rules for greenhouse gas emissions accounting of freight and passenger transport services is therefore appropriate to attain comparable figures for greenhouse gas emissions from transport services and to avoid misleading information on their performance resulting from the possibility to choose between various emission calculation methods and input data. Such harmonised rules should ensure a level playing field between Union transport and hub entities and transport and hub entities from third countries, between transport modes, segments, and the national transport networks. Laying down harmonised rules should also help create incentives to behavioural change among public bodies, enterprises and consumers to reduce greenhouse gas emissions from transport services through the uptake and use of comparable and reliable greenhouse gas emission data.
