1. Without prejudice to Article 16(6), Members of the PRB shall not seek or take instructions from any government, institution, person or body. The PRB shall be fully independent when adopting its opinions, recommendations, reports and guidance materials.
2. Members of the PRB shall be impartial and act independently of any external influence and in the public interest.
For this purpose, they shall demonstrate independence and absence of conflicts of interest and shall be subject to the obligation of professional secrecy, in accordance with the rules laid down in the implementing act adopted in accordance with Article 20.
