Air traffic services should be provided on an exclusive basis. Providers of such services should be subject to designation and public interest requirements. In that respect, it should be taken into account that the provision of air traffic services which are connected with the exercise of the powers of a public authority and are not of an economic nature is not subject to the application of Treaty rules on competition.
