The staff of the secretariat is subject to the rules on professional secrecy and on conflict of interest included in the Staff Regulations of Officials of the European Union and the Conditions of Employment of Other Servants of the Union, laid down in Council Regulation (EEC, Euratom, ECSC) No 259/68, which ensure their independence. The selection process and eligibility criteria should be detailed in an implementing act, which should not include the appointment of specific PRB members or make that appointment subject to approval of Member States in any way.
