The charging scheme set up by this Regulation should be consistent amongst others with Article 15 of the Chicago Convention. That scheme should be without prejudice to the possibility for Member States to finance the provision of air navigation services covered by this Regulation through public funds, insofar as it is in line with Treaty rules on competition where applicable.
