In the event of a network crisis, such as a geopolitical conflict, a health crisis or a natural disaster, which prevents the issuing of reliable traffic forecasts, the Commission should be able to adopt transitional provisions including a temporary suspension or adaptation of the performance scheme until the network crisis ends and the new reliable forecasts are available.
