As the financial contributions to be paid by a producer should cover the costs for the waste management of products that that producer makes available on the Union market, Member States should ensure that payments of such contributions in more than one Member State are avoided where products circulate in the Union. A producer should therefore pay the extended producer responsibility contributions for the products it made available on the market of a Member State where such products are likely to become waste, except for those products that have left the territory of that Member State before being sold to end-users or becoming waste.
