In order to allow the Member States and, in duly justified cases the Union as a whole, to react to crises that make it impossible for national authorities to renew driving licences the validity of which would otherwise expire, it should be possible to extend the administrative validity of such driving licences. Such an extension should be possible only for a duration that is strictly necessary.
