The principle of one holder – one licence should prevent any person from holding more than one driving licence. The principle should also be extended to take into account the technical specificities of mobile driving licences, as a holder might request the issuance of a physical driving licence instead of, or together with, a mobile driving licence, and might display a mobile driving licence on several electronic devices.
