The aspirational long-term objective of this Directive is to achieve healthy soils by 2050. In light of the limited knowledge regarding the condition of soils and regarding the effectiveness and costs of the measures to regenerate their health, this Directive focuses on establishing a soil monitoring framework and assessing the situation of soils throughout the Union. This Directive also includes support for soil health and soil resilience as well as for assessment and management of the risks of contaminated sites. However, it does not impose an obligation on Member States to achieve healthy soils by 2050 or set intermediate targets. As soon as the results of the first assessment of soil health and related trend analysis are available, the Commission should take stock of the progress made towards achieving the objectives of this Directive and assess the need for its possible amendment.
