In order to ensure appropriate governance in relation to soils, Member States should be required to designate the competent authorities responsible at an appropriate level for carrying out the obligations provided for in this Directive, including one or more competent authorities for each soil district. Member States should be allowed to designate any additional competent authority at the appropriate level, including at national or subnational level. It is essential that Member States provide the Commission with up-to-date information on the designated competent authorities.
