Recital (30)

Member States should be allowed to designate the appropriate competent authority for carrying out the obligations provided for in this Directive at military sites. In addition, data and information pertaining to military sites should not be disclosed, if their disclosure adversely affects public security or national defence. Therefore, Member States should be permitted not to make accessible to the public data and information the disclosure of which would adversely affect public security or national defence, even through a digital soil health data portal to be established by the Commission and the European Environment Agency (EEA) or a national register of potentially contaminated sites and contaminated sites to be set up by Member States, and should be permitted not to report such data and information to the Commission and the EEA.
