It is therefore appropriate for this Regulation to address the right to compensation for damage suffered by individuals and to ensure that individuals can defend their rights against damage to health caused by infringements of this Regulation and thereby ensure a more efficient enforcement of this Regulation. Procedures relating to claims for compensation should be designed and applied in such a way that they do not render the exercise of the right to compensation for damage impossible or excessively difficult.
