Union population and housing censuses should become more cost-effective by making full use of the rich set of administrative data available across the Member States or across a combination of innovative methodologies and sources, including new sources which emerge from the provision of digital services. Those censuses should also be used to re-establish the demographic baseline. The use of such new sources should be subject to the legal, technical and procedural safeguards established by Regulation (EC) No 223/2009.
