The assessment of the safety of the substance and of the availability of suitable alternatives should be carried out by the relevant scientific committees in the European Chemicals Agency (ECHA) in order to ensure consistency and efficient use of resources in the assessment of substances in the Union. In order to ensure that exemptions to generic prohibitions take into account any new technical or scientific knowledge, ECHA should conduct a periodic review of its opinions. That periodic review should be adapted to the specific substance and exemption granted in toys. ECHA should request the person who submitted the original request or any other third party to submit the information that it considers to be necessary for the periodic review.
