This Regulation should also provide for instruments to address, in an efficient and coordinated manner, a supply crisis that is imminent or that has arisen. Due to the need to provide for targeted measures depending on whether a severe negative impact on the functioning of the internal market, or an imminent risk thereof, concerns crisis-relevant products which are not defence products or crisis-relevant defence products, this Regulation should therefore provide for two different supply-crisis states.
