Recital (25)

As a result of its review of the list of substances in Part A of Annex I to Directive 2008/105/EC, the Commission identified a number of substances that it could remove from the list because they no longer pose a widespread risk to or via the aquatic environment within the Union. However, because those substances still pose a risk in some Member States, it is appropriate to include them, with their EQS, in a new annex to Directive 2008/105/EC. Member States should continue to monitor those substances if they identify them as pollutants of national, regional or local concern, and to apply the EQS accordingly. Some other substances were considered for deselection but have been retained in the list because of the need to determine whether their concentrations are showing a downward trend. For some of them, monitoring under Directives 2000/60/EC and 2008/105/EC also contributes to fulfilling monitoring obligations under the Stockholm Convention on persistent organic pollutants (Stockholm Convention), signed in Stockholm on 22 May 2001, and Regulation (EU) 2019/1021 of the European Parliament and of the Council.
