The green transition and other activities of public interest, such as in the areas of security and defence, require significant investments in and development of new technologies, which can be challenging to reconcile with the objectives of Directive 2000/60/EC, for example if they require the mining and use of critical raw materials which result in emissions of substances of emerging concern. It is important to assess potential risks to the environment or human health from those substances. This should be taken into account when listing substances on the watch lists. It is equally important to identify the potential conflicts between those overall objectives and develop appropriate responses to them. This could be done as part of the implementation report drawn up by the Commission in accordance with Article 18 of Directive 2000/60/EC.
