The manufacturers, having detailed knowledge of the design and production process, are best placed to ensure compliance of the detergent or surfactant with this Regulation. Manufacturers should therefore be solely responsible for carrying out the conformity assessment procedure for detergents and surfactants. Module A set out in Annex II to Decision No 768/2008/EC should be applicable for the conformity assessment of detergents and surfactants. Manufacturers should also put together technical documentation demonstrating compliance of the detergent or surfactant with the relevant rules and test methods.
