To avoid imposing an unnecessary administrative burden on economic operators and since the digital label is complementary to the physical one, economic operators should be able to decide whether to use digital labels or to provide all the information on a physical label only. The choice to provide a digital label should rest with manufacturers and importers, who are responsible for providing an accurate set of labelling information.
