Recital (45)

Given Ukraine’s difficult situation caused by Russia’s war of aggression against it and in order to support Ukraine in its long-term stability path, it is appropriate for the Union to provide the Ukraine Support Loan as a limited recourse loan that is to become due and payable when Ukraine receives cash or non-monetary assets as war reparations, indemnities or any financial settlement, other than territory, from Russia.
