The release of funds under the Ukraine Support Loan should be contingent on the positive assessment by the Commission of a request for funds submitted by Ukraine. For the macro-financial assistance, the assessment of the conditions should be without prejudice to the assessment of the fulfilment of conditions under other Union programmes and instruments. For the assistance to support Ukraine’s defence industrial capacities, the release of funds should be linked to contracts or agreements for activities, expenditures and measures to support Ukraine’s defence industrial capacities related to defence products or other products for defence purposes.
