When establishing the greenhouse gas emission intensity of a transport service, greenhouse gas emission factors for transport energy carriers are required to derive estimates of greenhouse gas emissions reflecting the amount of energy used in a well-to-wheel perspective. Hence, a central Union database of default values for greenhouse gas emission factors (central Union database) of transport energy carriers should be set up to guarantee the comparability and quality of input data.
