A location-based approach should be encouraged when quantifying emissions related to the usage of electricity, provided that updated and accurate emission intensity values are available for the different Member States. Where appropriate and sufficiently developed, a market-based approach could be applied, provided that the conditions set out in Annex J to the EN ISO standard are fulfilled.
