Recital (42)

Since the objective of this Regulation, namely incentivising behavioural change by public bodies, enterprises and consumers to reduce greenhouse gas emissions from transport services, through the uptake and use of comparable and reliable greenhouse gas emission data of transport services, cannot be sufficiently achieved by the Member States without risking to introduce administrative obstacles on the internal market which entail additional costs and administrative burden for industries but can rather, by reason of the harmonising effect of the common methodology for calculating greenhouse gas emissions from transport services set out in this Regulation, be better achieved at Union level, the Union may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union. In accordance with the principle of proportionality as set out in that Article, this Regulation does not go beyond what is necessary in order to achieve that objective,
