Recital (1)

The Union and individual Member States are facing labour and skills shortages in a wide range of sectors and occupations, including in those relevant for the green and digital transitions. Skilled workers at all levels could be needed in order to address those shortages. There are long-standing, extensive shortages in construction, healthcare, hospitality, transport, information and communications technology, science technology, engineering and mathematics. Those shortages have been exacerbated by the COVID-19 pandemic and the acceleration of the green and digital transitions. Labour and skills shortages are expected to persist and could become worse in the light of demographic challenges.
