It should be possible to treat applications for financial support involving enterprises that are undergoing restructuring and are located in small labour markets, or involving SMEs only, as admissible even if the eligibility criteria are not entirely met. In such cases, the reasons for not meeting all criteria should be duly substantiated in the application.
