The European Network of Infrastructure Managers (ENIM) should provide guidance on how to establish a common objective, transparent and non-discriminatory methodology, which would be based on socioeconomic, operational and environmental criteria for partitioning and allocating capacity. As this is a new methodology for deciding on capacity partitioning or on conflict resolution and it will be important to set the values of the parameters at the correct level, the application of the operational, socioeconomic and environmental criteria should be tested and calibrated by ENIM before being applied.
