Recital (19)

The strategic capacity planning by infrastructure managers should improve the utilisation of railway infrastructure by anticipating demand for rail services, including by analysing expected transport market developments, and taking into account planned railway infrastructure development, renewal and maintenance. It should ensure that railway infrastructure capacity is allocated in a way that maximises the value of rail services for society. Infrastructure managers should ensure that strategic capacity planning provides progressively increasing levels of detail about available capacity, taking into account the feedback from operational stakeholders, and that it is the basis for the capacity allocation.
