When allocating capacity, infrastructure managers should adhere to their strategic planning for the supply of capacity, while at the same time ensuring that capacity is allocated in accordance with market demand and in a fair and non-discriminatory way. For that purpose, some capacity requests inconsistent with the capacity supply plan could be refused or given lower priority in the allocation phase. The capacity supply plan should be continuously updated to reflect the available capacity.
