When implementing this Regulation with respect to a portion of the Union rail network that is geographically isolated by the sea from the rest of the Union rail network, for which there is no concrete need to coordinate with other Member States or with infrastructure managers managing railway infrastructure located in other Member States, and where capacity is continuously available with no relevant change expected to arise in the short or mid-term, Member States and infrastructure managers should be able to follow a pragmatic and proportionate approach in order to avoid disproportionate costs and administrative burden, while complying with the obligations laid down in this Regulation.
