To ensure that ADR entities function properly and effectively, competent authorities should conduct the checks on the functioning and activities of such entities necessary in order to monitor compliance with the requirements of Directive 2013/11/EU as and when appropriate, for example when they receive duly justified complaints from parties to ADR procedures that point to systematic non-compliance of an ADR entity with the requirements of Directive 2013/11/EU.
