In order to enhance the independence, accountability and responsibility of European political parties and European political foundations, certain types of donations and contributions from sources other than the general budget of the Union should be prohibited or subject to limitations. Any restriction on free movement of capital which such limitations might entail is to be justified on grounds of public policy and is to be strictly necessary for the attainment of those objectives.
