Since the agricultural area under GAEC standard 7 requirements managed by smaller farmers is limited, and the application of penalties could lead to disproportionate burden for Member States’ administrations, smaller farmers exempt from conditionality controls in respect of GAEC standard 7 should also be exempt from the application of administrative penalties for non-compliance with GAEC standard 7 requirements.
