Recital (48)

To make the recruitment of jobseekers from third countries who reside outside the Union easier and faster for participating employers and other participating entities, it should be possible for participating Member States to put in place simplified or accelerated immigration and recognition procedures. It should be possible for those national procedures to cover, in particular, the issuance of visas and residence permits for work purposes, the exemption from the principle of preference for Union citizens, the requirements for checking the labour market situation, and the recognition of qualifications and validation of skills, as well as the procedure laid down in Article 13(2) of Directive (EU) 2021/1883 and the possibility of not extending the period for assessing the application for a single permit as envisaged in Article 8(3) of Directive (EU) 2024/1233. Practices regarding the implementation of those accelerated immigration procedures among the Member States could be exchanged in the context of the Steering Group.
